The sign at the entrance of the beach says no alcoholic beverage

Stone Harbor - The sign at the entrance of the beach says no alcoholic beverages. Does that included the beer people bring in the rolling coolers or the chair backpacks or the wine bags when they sit in a circle as if they are around a fire pit? Because I see guards driving on the beach so I assume they are not blind. They should be able to inform the proper people if they don’t have the authority because the drinkers are not shy.
