As a second homeowner, I am appalled at the lack of transparency

Stone Harbor - As a second homeowner, I am appalled at the lack of transparency with our budget and money. All I ever hear is how tight the budget is, and I get a tax increase every year. Then there's the announcement by council that we have a $2,600,000 surplus, and now I'm going to get another tax increase. Enough is enough. Who makes these crazy decisions? Who spends our money in such a reckless fashion? Next election, let's make some changes.
