Not being completely versed in the term I Looked up Faulkner Act

Stone Harbor - Not being completely versed in the term I Looked up Faulkner Act in Wikipedia and there are numerous forms of government covered in the act. I could not find in any that are highlighted where the council members were not allowed to participate in the budget process. I would think it is the responsibility of an elected official to make sure that all parts of the government are run fiscally responsibly.
