Stone Harbor - Less than 5 percent of Cape May County's population is African American. That makes it difficult for people who have not lived in urban areas with predominantly African American populations to understand the difficulties faced in inner city neighborhoods. There is a level of poverty, ignorance, and despair that may be hard for people here to understand. Those social problems create a climate conducive to crime at a level many can't comprehend. That is extremely difficult for the people who live in these neighborhoods and the police who are tasked with keeping order and safety amid such chaos.
