June 16/ Who is responsible for the setting up of outdoor dining

Stone Harbor - June 16/ Who is responsible for the setting up of outdoor dining in Stone Harbor? To ensure safety if you are going to allow seating at the curb then barriers should be set up to prottect the diners.i dont see this happening .
You would think the mayor having past police experience would have taken control of protecting the public.
