Stone Harbor - It's time for homeowners who misuse water to pay up. Why should all residents help subsidize water bills when we know there are people who don't care about wasting water - e.g., who have broken pipes? People who don't take it seriously need to pay the price. Let's impose stiff fines for sprinklers used incorrectly and higher winter rates for people who don't winterize properly. Let's especially look at organizations that get free water. We live in times where everyone needs to contribute.
