Stone Harbor - I live in Stone Harbor and I drive Stone Harbor blvd everyday. I see the black paper fence that is falling off the ugly sticks. I know they used this fence when the utility companies where redoing pipelines. I have personally gon out with my staple gun to help fix these ugly things! I was told these were to keep the turtles from crossing the road.. but the wind blows them down. Originally they had a very successful black plastic pipe which worked well. Who is responsible for this trashy mess?
