Stone Harbor - I have lived outside the state and moved to Stone Harbor permanently; how long does it take before I can consider myself a local? Will I always something less than a local, but more than Second Home Owner? If this matters, I am not a Pickleball Player. If I became a Pickleball player would that change my status?

I think It only matters what you believe about your status and let everyone else's opinion go . Are you at "home " here ? then you are a local. That's just my two sense and it doesn't matter a bit.
