There's plenty of room to reconfigure, plus you can expand in the current parking lot, plus the current library space will be available. The current home for the Museum is adequate. To build a new police station just so you can give the library space to the Museum is absurd, plus the museum doesn't have a million dollars to renovate the old library anyway.
