Stone Harbor needs a fire helicopter- these use buckets to scoop up ocean water to drop onto a fire. This will be independent of building height and suitable for brush fires as well. A helicopter pad can be put in the parking lot by the lifeguard tower. If the lifeguards need open water rescue - the helicopter can be used as well.
