The ordinance to allow the courts to add second floors has not passed. The interesting part is that one councilperson remembered at this vote that he has a conflict and could not vote. Seems interesting that he waited until his vote wasn't important to reveal this fact. If had recused himself during the other votes, as he should have, maybe the ordinance would have passed. Seems that someone should look into his actions.
