A Stone Harbor spouter thinks there are too many police in Avalon/Stone Harbor. In the summer, the size of both departments almost doubles with the hiring of summer officers, as they have done since the 60's. In fact, the sizes of those departments, full-time, has not changed much in the last 40 years. Given the fact that there are administrative and investigative personnel, along with time off, there are often no more than four police officers per shift patrolling the island come winter. If the spouter wants true improvement, he should advocate consolidation, not blanket downsizing.
