Let us not forget, the withdrawal from Afghanistan was negotiated by Sec. Pompeo in Doha, under Trump. The terms were agreed upon and signed on by Trump. The next administration was bound by the Doha treaty. If there were concerns about the rapid fall of the country, the Trump Administration should have provided for remaining troops in that treaty. They did not. It’s that simple.
