To improve traffic and pedestrian flow at 3rd Ave. and 96th St.: The current traffic light sequence is two way. Why not change this so that the lights both ways are red at the same time, so that all pedestrians can walk, followed by the normal east/west and north/south sequence, whereby no pedestrians can walk? This way, it is safer to walk and the flow of traffic is improved.
