If you asked a council member before last meeting they would have said cost of dredging was $5 million, and it is budgeted. Now it is estimated to be in excess of $11 million. They are well meaning but should let a professional company take on the task. Let a private entity handle the paperwork, permits and approval. Pay them in an installment plan as each step is completed. Give them a time limit with an early bonus built in. Have an independent company inspect the project as it moves forward. No sludge on 1st Ave. piled 20 feet high like last time. Get it removed and transported out.
