I am not in favor of second home owners being able to vote. One vote where you establish residency and pay appropriate local and state taxes is enough. But I am in favor of a representative of the 2nd home owners to have a non voting seat on the council. That would be a real example of checks and balances. A fair and balanced list of candidates can run and be picked by all 2nd home owners.
