This governing body has no idea what it takes to oversee a municipality. Council blatently ignores the laws, regulations and considerations needed to make good decisions. They continually ignore the certified employees who are governed by state statute, they take advice from a BA that has NEVER worked in municpal government and makes decisions based on which puppet string is being pulled. Stone Harbor is a clear example of what NOT to do.
