To the Court House Voter: There is a difference between mail in voting and absentee voting. To vote absentee you must request a ballot from the County Clerk who verifies your address and identity. When this is done a ballot is sent to the voter. Mail in voting which is being done in states are ballots that are sent out to every person who has ever voted. Problem being is that some are sent to people who have died or moved. Opening the door for voter fraud. And you might have voted once many years prior and there is no way to verify the voter is the ballot recipient.
