Stone Harbor / Avalon - When will the boroughs of Avalon and Stone Harbor step in and make the school board accountable for their spending, and who approves the checks? Sounds like it's whoever has the checkbook gets to spend it that week on what they want. Maybe it's time to flush the system and have the council run the budgets.
