Anything that will cost 1.2M Should be reviewed thoroughly by Council before purchase. The new fire truck wasn't. The only question asked in Council was how many miles were on the old truck. There should have been bids for the truck and questions asked about what equipment would be needed and why? Why would Council not require bids for a 1.2M expenditure?
