Why won’t Sea Isle fix the beach access path on 86th street?

Sea Isle City - Why won’t Sea Isle fix the beach access path on 86th street? It is the worse looking in the entire town .
After repeated telephone calls to public works , that started last year, still nothing. Fence rails are broken or missing altogether and now a snow plow has “bulldozed “ the corner fence post.
Sea isle has money for signs, pickle ball courts, palm trees, dog parks, speakers on the promenade, street lights in front of the mayors business, etc but will not allocate a few hundred dollars to fix the beach access path on 86th.
Come on man!
