Why does Sea Isle use pesticides/insecticides on all of the publ

Sea Isle City - Why does Sea Isle use pesticides/insecticides on all of the public grass areas? The center circle and the library are two examples. Since dogs can not use these areas why not plant native plants for bees and pollinators? This is more environmentally friendly and practical for the space.
