Why does the B.A., who lives in OC, and the head of public works

Sea Isle City - Why does the B.A., who lives in OC, and the head of public works, who also lives in OC, get to take their city-issued/owned cars home with them? Why don't they have to take a personal car to work like the rest of the workers? In case of emergency, they won't show up in the city cars, but the workers have to make it in with their personal cars.
