Why do we need a fire department "duty crew"?

Sea Isle City - Why do we need a fire department "duty crew"? The December police report details that there were 3 fire calls for the month of December- however I'm fairly certain I heard the siren more than 3 times. We're now going to be paying firefighters to staff the station for 3 calls a month? That's asinine.
