Why do property owners who pay the taxes that support the town h

Sea Isle City - Why do property owners who pay the taxes that support the town have to buy beach badges ? We are already suppprting all the salaries , benefits and services throughout the year.
Make the visitors who exploit the town services for 90 days a year pay their fair share of the costs to maintain ,at least, the beaches.
