Why do the lifeguards ride off road vehicles on city streets?

Sea Isle City - Why do the lifeguards ride off road vehicles on city streets? I nearly hit one on an ATV at 42nd and Park Road- because it doesn't have turn signals, and with the rider having nothing more than a backwards baseball cap on- I'm sure the cities insurance company would love to hear about that. If I did the same thing, I'd get multiple tickets, and my ATV impounded. I'd at least have enough common sense to wear a helmet.
