When someone does theft because they have or had a substance abu

Sea Isle City - When someone does theft because they have or had a substance abuse! Do we condemn them or do we support them and the fam! This is scary that this is going on in our community! Maybe instead of roaming the streets, banging your head on buildings for everyone to see as parents yes you have the responsibility yes even an adult to be with this person at all times! As a resident I don't want to see this! No one is cured until they themselves realize that they can hope for change ! This sickness has to come within for change! Unfortunately not a good answer! Prayers for all!
