The actual licensing fees are cheap. The big money comes from the fact that in most towns the only way to get a license is to buy one from another place that is going out of business. Beer is marked up by the establishment at about 40%. At less than a dollar a shot, liquor is marked up more than 500%. Of course, overhead is deducted before actual profit is realized. Licensing costs have little effect on prices.
