I witnessed three electric bikes racing down the promenade last

Sea Isle City - I witnessed three electric bikes racing down the promenade last week at about 20-25 mph. The riders looked to be under 13. When they flew by I saw a child who was about four riding on the back of one bike. Somewhere down the road these bikes had to enter the streets to get to their houses. SIC has do more to protect the safety of the four year old and the three almost-teens.
