I thought I voted for the President!

Sea Isle City - I thought I voted for the President! Apparently, I voted for “the White House”, whoever that is! When President Biden often makes public statements, then we hear “the White House” walked it back or completely reversed what he said. Who is running the country? Who is making the decisions to change what the President said?
