I’m confused.

Sea Isle City - I’m confused. In last week’s Herald there is an article that Council members Tighe and Edwardi were questioning the Polar Plunge status and it was stated the city should have spoken to council before changing the policy. Does this mean Mayor Desiderio made the unilateral decision to change the policy? How is that the process?
