Sea Isle City - Here's an idea for Sea Isle. How about just cutting your losses and cancelling the plans for both the dog park (in reality, how many people will really drive down there and possibly lose a parking spot?) and the rec center with the increasing price tag? Cancel both, level out the dirt mountain at the old school site, and make that a green space/dog park.
