Council, the lot where the amusement park was that is now fenced

Sea Isle City - Council, the lot where the amusement park was that is now fenced off and covered with shells, smells like a septic tank has run over. Is there something that could be sprayed on it to relieve the stench? Also, one of the ladders on the municipal boat ramp has been seriously damaged and is a safety hazard, and another ladder has some damage too. This is ripe for a lawsuit. I don't want to see anything bad happen there. It needs attention as soon as possible.
