So city officials claim they cannot shut off water to homes with water pipes obviously burst from freezing temperatures due to liability. Does the city realize the inherent risk- and liability of fire(water and electric do not mix), and or structural collapse due to the constant flowing and weight of water? This is why most towns you hear the fire company responding to water leaks. Guess the meter ticking away and the dollars coming in, is worth the risk. Another situation where the city has setup the fire company for failure.
