Saturday night, June 13 with traffic flowing onto the causeway from the Parkway and Rt. 9 in pitch black with no shoulder, a car stopped in the middle of the causeway and made a u-turn. Maybe the driver realized the TI Bridge was out, but there should've been signs telling them where to go. We could use lights and more signs.
