Regarding the spouter with the dogs being left alone. Assume it's an older condo so yes you can hear everything. Unfair to the dogs and you. Hopefully you spoke to the owners or maybe you don't want a confrontation. Maybe contact the City if in the noise ordinance. Maybe contact Animal Control. Good Luck.
