It seems like many of the new housing developments receive their certificate of occupancy before the property is up to code. Namely, in order to be up to code, new residential construction is supposed to comply with landscaping requirements to include a certain number of trees and shrubbery which adds some curb appeal to the neighborhood. Yet so many of the new houses just have stones and no trees which is not up to code, and the houses still receive the certificate of occupancy. It shouldn't be that difficult to monitor.
