How can Sea Isle City enforce beach tags on the Sunday before Memorial Day, when there are no lifeguards on duty? There are no trash cans on the promenade at the street entrances. I was walking the promenade from 32nd Street heading south, and had to hold my trash until I reached the Spinnaker.
