Why did the affordable housing development not have a designated

Rio Grande - Why did the affordable housing development not have a designated smoking area added? The smokers, and there's plenty, congregate at the end of Sycamore Dr. and Rio Grande Ave. Maybe the builder would reconsider putting a smoking area in the housing development. I can't see this situation getting better, as there are many more residents yet to come.
