Who pays the salaries for the the Youth and Family Services?

Rio Grande - Who pays the salaries for the the Youth and Family Services? They collect a paycheck but the neglected and abused youth are not being helped. If you call their hotline, they spend more time talking down on you, as if you're the abuser, than actually caring about the kid. Then they go to the home once, berate the kid and the caller and side with the abuser. I remember years ago, when I raised my kids, that parents were actually afraid to abuse and/or neglect their kids. Now, they don't care because they know that the people getting paid to help these kids really don't care. It's just a paycheck to them.
