I hope I am wrong but did I hear this right?

Rio Grande - I hope I am wrong but did I hear this right? If a parent does not want to send their child to school THEY will get the money to have the child taught however they want to??? Weather it is home school or elsewhere? If so God help us ,do you know how many Children will not get any schooling and the money will go into the parents pockets. If this is so, I hope it is done by a voucher or something not money.
