The term he means is the "deep web," a hidden Internet. The part of it populated by criminals is strangely called "onionland." Although it's mostly populated by the web's worst criminals, there are also law-abiding people in the "deep web" concerned about privacy from the NSA's spying and Obama's Fourth Amendment violations.
