Every now and then when shopping near Rio Grande I am approached

Rio Grande - Every now and then when shopping near Rio Grande I am approached by someone asking for money or help. I have informed the stores but they say they can only ask them to move away from the store. They then go into the parking lot. I never see any police so how does this stop? I feel bad but I do don't feel like getting robbed.
