I was under the impression that you needed a permit, when you are protesting, to block the streets and highways. Also many cities and municipalities instituted curfews of no later than 6 pm., 8 pm., 9 pm., etc. so even if these protesters are peaceful they are violating the law by blocking streets after whatever curfew time. And I believe they would be subject to arrest. So I believe the police in just about every location showed restraint by not arresting protesters.
