Reading these spouts about municipalities not using time clocks for all employees is worrisome. How do they prevent theft of time which is stealing from the taxpayers who pay their salaries. If they aren’t working and putting in time that they are isn’t that theft? How do these cities prevent that if they don’t use time clocks? Herald should let the taxpayers now what town track time with clocks and which don’t that would be an interesting thing to know as a taxpayer
