Oregon Gov. Tina Kotek has signed legislation permanently eliminating the state's requirement that high school students demonstrate proficiency in reading, writing, and math to earn a diploma. Supporters say the change will help remove barriers that have disproportionately affected students of color and other underserved groups. She basically stated Whites are smarter than Black without even realizing it.
