Why don’t campgrounds have to recycle?

Ocean View - Why don’t campgrounds have to recycle? They throw everything in the same dumpsters ,they have no recycling bins . Thousands of bottles and cans mixed in with regular trash every week . Residents in regular house get fined if they don’t recycle.
