Ocean View - An interesting staff editorial appeared in the Press supporting DEP "best practices" to control storm water run-off discharging into streams and sewer systems. One such "best practice" is construction of porous retention areas, swales or basins, to absorb run-off. In the Alexandria subdivision in Ocean View, is an engineered, fenced-in retention basin, half an acre in size. Instead of capturing storm water, the fence gate is broken off and a DT Committeeman rides dirt-bikes and go-carts, which compacts the soil and compromises the engineering design of this project. Is this legal?
