The truth is that if Middle and Lower could turn back the clock and just utilize State Police like Dennis and Upper, they would not establish their own PDs because of the cost and higher tax bills. So what is the next best option both for public safety and bang-for-the-buck? The idea to bring back part-time constables to assist State Police seems like a no-brainer to me, particularly if they have prior police training and experience.
