Ocean City - Two completely unrelated spouts speak volumes about a pervasive summer problem that government persistently ignores. One is from a spouter from North Wildwood/Clementon, who tells us that he was hit by a car while riding his bicycle. Another from Sea Isle City tells of almost killing a youngster riding a bike. Yes, bicycles and cars can peacefully co-exist, but both have to follow rules and the rules have to be enforced. A law with no enforcement does not exist. The police have "noisy party" squads. Noisy parties are annoying, but don't kill anyone. How about bicycle enforcement squads?
